First thing he needs to do is get some reliable troops into the Illinois National Guard, then train, train, train.

That is to deter Trump from attempting an outright occupation of Chicago. This sort of deterrence doesn't require being strong enough to WIN the war, only strong enough to FIGHT it and jack up the cost to the aggressor.
