Not being able to edit #wikipedia when using a #vpn is irritating for me, and likely a real barrier for others.

Where do I put my vote to drop it, at least for confirmed editors?
That is some serious bullshit especially for people in oppressive regions or who want an extra layer of protection to conceal their identity.
yes, its painful, and doesn't seem to make sense... I imagine this has already been discussed at length, but I want in on it.

This is exempting your *user* from *all* IP blocks. So it doesn't matter if it changes.

And to answer your question, I don't know.
If I guessed, but it is really just a guess, it's because it is almost trivial to get an account to confirmed user status and thus would make it too easy to avoid blocks from the usually malicious actors that the block is aimed to stop.
