When a gov. converts public property to "state property" it robs it of the human right of access to this property. In most states this is a constitutional drift. This property then can be converted to private "within" legal constrains. To say it can be converted back it is next to impossible, the human rights have already been robbed, it becomes state owned real estate.

Only the act of squatting/occupying state property, liberating it, can reverse the process.
