What's most toxic about waste is detergents/soaps that are nearly all petroleum based products. It is very rare that a natural process exists in soil to breakdown/decompose such substances. It is possible though that such process will form with time and abundance of such substances.

Even leading brand baby-shampoo is based on petroleum oil.
