"For about seven years, having been in the regions of Syria and Palestine and having seen most of the towns and places, as well as the Jewish villages established with the efforts and assistance of Baron Rothschild, where Jews who were expelled from Russia and other countries due to their use of small capital and usurious tricks to bring the villagers and farmers under their control were settled, I personally witnessed the effects of the large sums of money spent by the aforementioned Baron in this regard. Although the Jews showed willingness to comply with all the demands of the Sublime State (Ottoman Empire) during their migration to the Land of Palestine, after their settlement, they caused significant difficulties for the Sublime State. It became evident that their increasing numbers would lead to a serious political issue in the future. Therefore, the migration of Jews to the Land of Palestine was prohibited, and despite Baron Rothschild's various efforts during the previous grand vizierate to lift this prohibition, it was not taken into consideration, and the prohibition was maintained.

It has come to my knowledge that Baron Rothschild, who has taken control of European stock markets and even holds some of the Great Powers under his influence, had previously made efforts to direct Jews to the Land of Palestine, settle them there, and later strengthen their presence. However, his efforts to lift the prohibition were in vain. May God protect all the protected lands of the Sultanate from all kinds of emerging issues. God forbid, the migration and settlement of Jews to the Land of Palestine, with the efforts and influence of Baron Rothschild, whose characteristics and capabilities are well-known, will clearly lead to the emergence of another issue similar to the Armenian question in the future.
