Perhaps to no-one's surprise various groups, from farmers to family businesses, from those who employ nannies to universities are making noises about actions (or in the university case, inaction) in the budget will make life difficult for them, and may cause them have to change their economic behaviour(s)....

Whether this is like the NonDoms who make a lot of noise about how they'll decamp & then quietly don't is the Q.;
