As Bruce Katz argues, if devolution is to fulfil its potential then Metro Mayors need more powers:

More budgetary/fiscal independence including revenue raising powers (a re-municipalisation of local politics);

A localisation of industrial policy lead by the Metro Mayors;

The empowerment of Mayors to act globally in economics development not via central Govt.

This would allow regions to counter the UK's centralised power structures, but will be resisted by Westminster!
