As Lex/FT point out, part of the problem for investors with infrastructure is not a lack of willingness to invest, but a shortage of projects certain to actually progress to competition.

Too often infrastructure schemes get caught in waves of review & change, tying up investment & sometimes misdirecting it, before any repayment can begin.

So, while there are other problems the unpredictable character of infrastructure strategy also helps undermine investments!
