If OfWat is supposed to be securing the water supplies for consumers through its regulation of the sector, then its hard to square that with the impoverishment of said consumers.... but if course the consumers OfWat is concerned by are not the real consumers struggling to pay their bills but the theoretical consumers in their economic modelling....
Its just one more area of the UK's governance which is (once you get behind the guff) is inhumane!
