Interestingly, that question was asked recently, and in 2023 a cost calculation study reported that a mere tenth of that cost, $12.5bn, would have prepared #LosAngeles with readiness against #ClimateChange effects. @Geri

But I suppose implementing that would require admitting there's a problem, which might make some fossil fuel executives uncomfortable, which might reduce the amount they donate to the next political campaign.
