Sooner or later, Israel's Iron Dome will hit one of these but not kill the warhead, putting it on a new and random trajectory that could hit anything. The SCUD warhead that hit the US Marine Barracks in the first US-Iraq war had been deflected this way, hitting a top priority target by sheer chance and luck instead of say, a high rise apartment complex.
If that happens the IOF is responsible, as Yemen obviously isn't shooting at civilians. IOF probably would consider deflecting a warhead from hitting them to hitting an "media-friendly" apartment complex full of kids a win for the IOF...
