On November 17th Salt Lake City PD was filmed harassing two women for 'loitering on the sidewalk for more than 2 minutes'. What they didn't mention was that that draconian ordinance (14.20.100) specifically says the person must be loitering 'in such manner as to obstruct the free passage of pedestrians'.
