Why do I think that hotline will be pranked often?
Im sure it will be a secured system only available to CEOs. The cell phone tech has existed all along. It's called the "Carrier Override Code", and it allows cellcos to ... lets say... shut down all cell services except for emergency services, or allow access to secured numbers or not. In the early daze of cellies the manuals actually came with programming info including those codes. My motorola flip panel (keyboard cover) phone manual in the late 1990s had those codes.

Early analog cellies came with a manual in case a tech had to program it. During the Loma quake in 89 what few cellies existed in the region had that code activated to deactivate civilian comms. MIGHT also be how the Presidential Emergency Txt is force fed to all phones. Dunno.

Ps. As the phones went digital, analog sites got scarce and a ringback system was used. If all sites were busy you punched in a code/hang up. When a site came free it would ring you and connect you.
