Layerssss are critical. Windproof outer is best; under that, I like fleece. Protect your head & neck with a toque and/or neck gaiters (like those Buff tube things). Mittens, ideally with liner gloves. Skiing gear works.
If taking public transport, dress for "I will experience a delay of 30 mins and will have to stand around outside."
Pack single-use or rechargeable hand warmers if you have them, for emergencies.
