For sure they didn't exist before 1990, and since outside the colonial English speaking world their hot air hasn't found any ground. I would think if they exist in Russia they were planted, just like the Ukranian uprising, and funded well by international channels.
Such subversives often take the cover of religious sect/evangelists to fly under radar and set shops.
Tracing back to the US 50s origins the initial footsteps and funding can be traced to very conservative capital protection mechanisms such as the AyrRand "circle". Their activity was primarily anti-communist/syndicalist then they recruited academic clowns to back-up some made up pseudo-ideology.
There is little rational backing that can back-up any of their claims, it is just organized populism.
