I could never professionally trust someone who puts malicious or negative thoughts onto an email, even it it is a draft never intended to sent.

It’s the equivalent of talking behind someone’s back. (And It’s definitely not just a ‘once off’.)

It’s toxic.

‘Appropriate action’ would be to consider an audit of their communication history, possible leading to
demotion (manager-to-non managerial or non-manager-down-one rank), and mandatory cultural awareness, professionalism and ethics training.
