There are real air safety dangers of any but the smallest drones over crowds as we saw from that nasty incident with a professionally put on drone show in Orlando, so those rules have a legit purpose. Police drones used for surveillance normally keep their distance and rely on zoom cameras to minimize that risk. Weaponized drones though would require an effective air defense, as the risk posed by their weapons would outweigh the risk posed by our own drones. Probably devices that net them or tangle up propellers would be the best weapons. A fast fixed-wing drone could tow bicycle brake cable as a prop fouler like a flying Sea Shepherd Zodiac.
