I think 50% would be more of an incentive. Increasing #Nowstarve by 50% would also go a long way to improving their chances of re-election.
After all, it's not like the Clayton's Federal Labor are ever going to do anything about grossly overinflated house prices/rents (and L/NP sure won't).
