It's not going to go away, sadly. Whatever motivates stalkers---or any male that sets out to make female-presenting athletes uncomfortable---has to be taken seriously, and the athletes need to feel able to report such behaviour.
Bullying should be discouraged for all athletes' benefit, but women are still the perennial victims.
