The problem with targets is that once established and enforced without reference to other goals, they tend to drive the execution of the 'product'. 'Newver mind the quality, feel the thickness of the target compliance'.

I am a strong believer in measuring things - without hard data progress - technical or social or environmentaladvances are not easy to achieve or explain. In fact our whole business has been based on meaurement, modelling and explanation.

What it has shown kme however is that simple targets (1.5M homes as one example) lead to terrible decisions if they are not moderated and reviewed in context.
