I've implemented USAID programmes, I'm qualified in their unique(ly painful) financial reporting requirements - and I can say that, while some programmes definitely do some good (reductions in maternal mortality in sun-saharan African, delivered largely by UNICEF and NGO partners and funded in part through USAID for eg), an honest analysis would find much to be delighted about with them gone. Sorry - but true.
