Isn't Scholz supposed to be better than to allow this?
It seems to be happening at the state level

So why not protest against the technology instead?
The issue is that the police are allowed to arrest pre-protesters, regardless of how they discover them. The easiest non-technological way is to clandestinely attend the protesters' organizational meetings and chat people up — which they do.
