Is Keir Starmer supporting the North Sea oil projects in Rosebank and Jackdaw fields in good faith?

As the newly required enhanced environmental impact statements will make it more difficult for resubmitted proposals to succeed, is Starmer calculating he can keep the right wing press off his back by supporting these oil/gas projects knowing their impact statements might scupper them?

If so, is he being clever or miscalculating the shorter term impact on public opinion?
