My current congregation (downtown Seattle) did something like this... sold their parking lot to become a new high rise which funded remodeling the church itself and building affordable housing + women's shelter above. Some of the units remain available for refugee hosting. It's absolutely the right model for dwindling attendance mainline Protestants where the congregation owns the land/building.
