It's both. The latter begets the former. The CIA dumped zillions of S&W/Colt pistols into the hands of Jamaican criminals to destabilize Jamaica prior to election. It worked. Blackwater did the same with CPA Glocks to Turkish criminals during the Iraq war to distract frm the PKK Kurds assisting the US. It didnt.
