You contradict yourself a bit here, and there. Once you say there will never be any meaningful action coming from net relations and exchange, the next you emphasize the use of the tool properly to make it effective.

I am leaning more on the primary so don't give a hoot much of what goes on here, but I do respect those who give it a higher value than I do.

Do you have any concrete evidence who "is not" an employee of a state?

Do you know how many sustainable shipyards exist still in his country? Do you know who wants to convert hundreds of technicians to waiters, hotel rool cleaners? Which elite wants to convert the character of his district to tourism?

In 5 continents traditional boat naval designs were taught as marvels of craftsmanship. Within 2 decades none exist in the origin of those designs. It is all German and French boats now.

Shipbuilding pollutes, but mega hotels and amusement clubs don't, and his district will benefit from this transition. It is a school and a trade that kept bright people at home instead of migrating.
