The UN was created by what is currently known as The Atlantic Council... a NATO thinktank. Everyone except the NATO nations, their satraps, and the nuclear armed nations are, at best, Observers. The UN IS operating as intended. Moving it changes nothing.

Also a bunch of the people involved in setting up the UN and the IMF were paid Soviet agents.
