"if your social media network can go down it is not decentralized" they say and rightfully so. Same is true for much other infrastructure ... Energy, water, internet utilities ... And of course messaging. If your messenger can go down it's not decentralized. During 2025 we aim to make #deltachat and #chatmail infrastructure in particular into the most resilient and mass-user accessible private messenging utility out there ... If it isn't already :)

When your chat server goes down from your point of view it looks also that the network is down. There isn't a server redundancy, isn't it ?

not yet, indeed :)
Even today, delta chat can not go down as a whole, only some chatmail relays may malfunction, and it actually happens sometimes. So there is some degradation but anyone not using the affected relay will not notice anything.

is it possible, to implement parallel registration of new accounts on 2 different chatmail servers? so in case of down one of the servers it will not affect my chats with friends and relatives.

registering at multiple relays for redundancy is indeed under active consideration.
