In Berlin you are allowed to rent out an apartment only for a limited number of days per year. Or you need permission to let your apartment as a holiday apartment and then you pay more taxes (if you get permission).
However, administration does not have enough staff to check, so there are lots of illegal Airbnbs in Berlin

I see the main problem as similar to Facebook, you need the critical mass to be seen, ratings are all important, I have friends with small businesses who only use FB because the majority of their customers only use FB, you'd be crippling your livelyhood by cutting it out before having a viable channel in place
Probably Friendica would work really well with some form of verified rating if people could be persuaded away from FB.
