In Australia, many public libraries offer seeds that patrons can "borrow" and later (optionally) replenish with harvested seeds.

More specifically, here's a list of libraries in Victoria that offer seed-sharing initiatives: https://www.plv.org.au/initiatives/seed-libraries/

Note that individual links just point to each library system's home page, and more digging is necessary to find details about specific lending programs (and sometimes also community learning workshops). Or just ask your local librarian!
