This is a very serious article about councils not doing risk assesments on possibly contaminated land for fear of the costs involved:

Much like the scandal (currently not newsworthy as we await another tragedy) regarding RAAC our press dictates who and where the villains are. But these villains never seem to be succesive tory governments, red or blue, who cry poverty.
And yet funds can always be found for war.
