This isn't a Warner Bros cartoon filled with wacky hijinks and shenanigans. He's not painting a tunnel on the side of a cliff or slapping a bulldog in a bowler hat before kissing him.

It's an openly-fascistic man actively working in broad daylight to dismantle our tripartite government by usurping the role of the Legislative branch.
