If there’s no alt text I often skip the like.
alt text is sexy AF. No alt, no boost.
Alt-text IS sexy AF.

But I boost regardless. I have faith the message will get through via positive means without punishing people for non-compliance with my expectations of their behaviour.

Actually, yes. They agree with me on this. Punitive measures aggravate people away from their cause.

And I take enormous pride in my Alt-Texts. I daresay more than most do.
Ach, I tend towards generosity: there could be many reasons why they don't get around to it. Called away suddenly/not enough time, as a for-instance. I fired one on last weekend that I shouldn't have solely because I was with company. I came back and added text when I had more time.

You'll have a hard time proving "deliberately negligent" in a court of law. Negligence is where a responsibility is accepted that is subsequently not acted upon. More likely in most cases is "I didn't recognise the need". They might not even be aware of the need: your photographer might ask why blind and partially sighted people are even looking at photographs; it might not occur to him to expect that behaviour so he's jusst ruled it out in his thinking and therefore in his work practise. You seem too ready to assume the most negative interpretation, leading to more combative methodology.

It's education that's needed, not punishment. Swan up to folk like a schoolteacher disciplining an unruly student and you'll just push people away.
