Yeah. I noticed that too. Not sure what kind of deals are made but there was a 70s vintage book called "The Arms Bazar", if I remember correctly. It broke down the 'payment plans' made, and most of the time 'favored' nations got the weapons at, or under Cost, not List price... and not just the US government and it's weapons trove either @faab64 I believe this is it...
