I remember at some point an example of a news portal, or perhaps an official government website, that had a very light-weight version (no JS, very few images, no heavy external dependencies) *specifically* for the purpose of providing information during emergency situations – i.e. when network disruptions are likely.
But cannot for the life of me find it now.
Can anyone help out here?
