Here's a way to create a hassle for any bank: suppose these 500 users were to break into groups, select a single ATM owned by the same bank central to each group, and then all of them in each group start pulling their money out of that one ATM. Objective is to run it out of cash and force the bank to pay for a Brink's truck to restock it. Essentially this is a mini bank run targetting single ATM's. Totally legal.

It's also worth remembering how to limit the amount of money any bank gets from their users. Consider non-depositor ATM transactions: the ATM isn't free for the bank to run, so they subsidize depositor use by charging everyone else more.

Here's the kicker: the ATM fee and your own bank's fee are the same to withdraw $20, $200, or the maximum allowed.

Consider 7-11 ATM's, among the worst for fees. If you withdraw $20, you pay a $3.50 fee, which is over 17% PLUS your own bank's fee. If this is $3 you pay nearly 30% in fees. Much of this goes straight out the door in CEO pay and dividends. If you withdraw 7-11's (very low) $200 limit, the ATM's fee drops to a bit over 1.7% and the total to a bit over 3%.

One time not to make large withdrawals: if you have reason to believe robbery is a significant risk. In that case don's use the ATM at all.
ah, what i meant by “withdraw” there was to stop using them as a bank altogether and move our money elsewhere, like to a local credit union.
I would never have an account with them, I was talking about using their ATMs to pull money from OTHER banks in such numbers as to empty the ATMs and force them to pay for extra Brinks truck deliveries to refill them.

The two banks I have had longstanding contempt for are Wells Fargo (over Geo Group/private prisons) and Truist(killed an unhoused person in DC while taking over a public plaza. They tossed his belongings and he froze to dearh).
