Technically, this colorful character is a kawaii version of a traditional Hungarian human-shaped vessel. Practically, it looks like a kawaii version of "NOBODY EXPECTS THE SPANISH INQUISITION". It's a small round man with a large moustache, large eyes, little stumpy arms, dressed in red and pink, apparently running after a bus he has missed.
