The OMB memo is THE dictatorial move for Trump. He has just taken over an important role for Congress by declaring, with an executive order, that he decides who spends money. That is normally Congress's role. But do you hear bipartisan complaints about this power grab? Do you think SCOTUS will stop him? The same SCOTUS that declared him immune?
