(The order was separate from Trump’s now-seemingly rescinded moratorium on domestic U.S. grants.) Aid groups across the globe began receiving emails that instructed them to immediately stop working while the government conducted a 90-day review of their programs to make sure they aligned with the administration’s agenda."
