I think some will in the bigger cities, but it will be the smaller businesses, who can least afford it. In the first instance I think it's more important that the widest cross-section (and of course largest number) of people take part. There's a critical mass where it has a recognisable impact on daily activity, and that's what needs to be achieved.
I fear you may be right but try and hold out for a better outcome and organise in your area if you can. First rule of fighting fascism - do not comply in advance ✊ 😘 That includes giving in to despair. It's an essential component of their plan.
I haven't heard of People's voice before and a quick search doesn't show anything that would be relevant to organizing. I like the idea but no clue what group/groups are trying to organize this

not trying to be a downer but remember that general strikes and shutdowns need lots of planning, coordination, and reserves saved up between many cooperating unions and organizations in order for mass participation to actually last. This includes mutual aid, disbursement of strike funds, mass mobilization, etc.
The ones that have succeeded historically tended to have specific actionable and achievable goals. The unfortunate reality is, because shutdowns and strikes adversely affect the very people participating in them (through loss of income, needing to participate in the economy in order to eat, etc.), you need to be able to give people hope that their short-term suffering can achieve long-term benefits by giving them a definite "finish line" to look forward to.
