They shd be asked to present vaccination certificates now at Immigration Control as so many areas have large numbers of anti-vaxxers with outbreaks of disease (Texas and measles - and whatever happens next). Perhaps, however, the anti-vaxxers don't travel outside their state.

It's true that the vast majority don't have passports, which is going to cause problems or a lot of people when that new law gets passed about voting.

Update: that Bill just passed, called the SAVE Act. It's basically taking the right to vote away from married women who've taken their husband's name, if they don't have a passport.
