like the post I saw some time ago put it, the U.K. is a ‘low diligence society’, a low enforcement one too. U.K. governments love to have inquiries and sometimes even make laws off the back of them, but seldom put in place the funding and systems to actually enforce compliance and to sufficiently punish non-compliance.
