I'd say it's a similar situation to the young gammons here. They've no memory of how bad it was under Ceaușescu, and they probably didn't learn much about it at school. Their entire (adult) lives in the 21st century have been chaotic. I'd guess it might be "well, we've tried everything else and our parents think we shouldn't so let's go" situation.

So many of them are the unwanted orphans left in those horrendous institutions - that’s why I can’t understand this at all.
