my contribution to #ShitBirdPhotos (with dirty window filter) is this floofed up and bedraggled kestrel. It was watching the bird feeders, presumably for fat voles picking up crumbs underneath.

I'm assuming the arty effect is due to zooming in, but it looks like one of those "make your photo look like an oil painting" filters.
It's a combo of cropping out the shed, dirty windows and drizzle.

Was coming here to say the same—looks like a filter. Instagram should have one that says "Mia's shit bird pic effect"
Trust me, it isn't. I've no idea how to use filters - this was taken with my little point and shoot Canon and posted as is, apart from cropping out the shed.
Why won't you let us see the shed, Mia? What's going on in there?
