During Operation Cast Lead, the Israeli military was found to have indiscriminately targeted and killed civilians, used Palestinians as human shields, and used banned chemical weapons, such as white phosphorous, on civilian areas.
Three years later, in November 2012, Israel launched Operation Pillar of Defense, a high-profile, bloody assault on Gaza that made worldwide headlines. The Russian General Staff, following the guidance received from President Putin, took great pains to avoid massive civilian casualties. Russia left a majority of Ukraine’s civilian infrastructure in place. Russia declined to destroy Ukraine and the West’s ISR platforms and satellite systems. Those actions are what you would see if Russia went on a total war footing.
